Workflow run280g cleansing vote.

Composite orchestrator that bundles Phases 1–5 of the §280G cleansing-vote cookbook into a single async call: (1) opens the ParachuteAnalysis, (2) runs compute, (3) generates the 280g_cleansing_vote_disclosure_statement Document from the versioned Matter template and routes it for tax-counsel countersignature, (4) computes the eligible-voter set from the cap table cross-referenced with the disqualified-individual attribution rules, (5) opens the typed cleansing_vote Resolution and dispatches per-stockholder signature envelopes (each with signing_capacity: non_disqualified_stockholder and a per-voter vote: yes | no | abstain).

The cleansing vote requires human signatures from non-disqualified stockholders — the orchestrator does not issue a tier-3 Authorization for the vote itself. Instead it returns the parachute_analysis_id, the disclosure document_id, and the per-voter signature envelopes the caller tracks until terminal tally. Tier-4 autonomous tokens cannot organise a cleansing vote — the disclosure carries human-signed counsel attestations and the disqualified-individual identification is a tax-counsel decision.
